Popular for their tax savings, Health Savings Accounts (HSAs) now cover more than 6.1 million Americans. More than 22,500 employers now offer some form of these consumer-driven plans to manage skyrocketing healthcare costs. But HSAs are complex to manage, especially areas pertaining to eligibility, rollover funds from IRAs, and funding requirements.

Now the IRS and the U.S. Treasury Department have issued new guidelines to clear the muddy waters of HSA administration. Learn the new rules and how to communicate these changes to your employees by participating in the all-new HR Hero audio conference, 2008 IRS & Treasury Rules for HSAs: End Confusion and Ensure Compliance.

In just 90 minutes, Ashley Gillihan, one of the nation's top experts on health and welfare benefit compliance, will walk you through the new guidelines and will explain how these changes impact your organization, as well as:

  • An overview of the key guidelines just issued by the IRS and U.S. Treasury Department, including IRA rollovers, the exception to the pro-rate contribution rule, and clarification of more than 40 frequently asked questions about HSA administration
  • A clear roadmap to implementing the new HSA rules to your current HSA policies
  • Hands-on advice for communicating the new rules to your employees
  • The tax impact of rollovers from an IRA to an HSA on the account holder’s IRA
  • How to coordinate the IRA rollover testing period and the full contribution rule testing period
  • How to determine if certain types of health care arrangements disqualify an individual from an HSA, such as on-site clinics, premium reimbursement arrangements, and mini-med plans
  • When employer contributions may be returned to the employer
  • The amount of coverage that a high-deductible health plan must now provide under the new rules
  • The method of crediting pre-coverage change expenses to the deductible after an individual changes from family to single coverage
  • New clarification of distributions for Medicare eligible account holders and COBRA premiums
  • What the new guidance says about retrospective employer contributions and the subsequent reporting requirements (such as employer contributions made by April 15 of the following year)
  • Audio Conference Bonus: Your speaker will discuss the latest developments on the proposed House bill that would require HSA custodians/trustees (i.e. health insurance companies) to report to the IRS each year which HSA transactions were unsubstantiated. This bill, if passed by Congress, could change the way employees and employers view HSAs entirely.
