Known as the "Stimulus Bill," the American Economic Recovery and Reinvestment Plan was signed into law by President Obama on February 17. As part of the package, the federal government is providing a nine-month subsidy covering 65% of the COBRA premium for "Assistance Eligible Individuals" (AEIs) -- effective immediately.
So who qualifies for the new COBRA subsidy? The answer poses daunting administrative challenges for employers...
- Eligible employees who originally decided NOT to take COBRA may now sign up for the subsidy.
- The new subsidy applies to workers involuntarily terminated between September 1, 2008, and December 31, 2009. Employers will need to reach out to all former employees who are eligible.
- And now employers MUST provide insurance coverage as more former employees remain on the rolls for longer periods of time.
