Human Resources Manager
Exempt Position

Overall Function

The Human Resources Manager exercises substantial discretion in the oversight of all human resource functions, the daily operation of the agency and the overall administration of the office, as well as providing administrative assistance to the Executive Director.

Essential Job Duties

  1. Oversees the daily management and operations of the office, including acting as a liaison with the building management, maintaining the programming of the telephone system, and oversight of front desk procedures and coverage

  2. Maintains personnel files and employee benefit information

  3. Works with the benefits broker in maintaining a comprehensive benefits package, making improvements where appropriate, and keeping management and staff informed of any changes

  4. Works cooperatively with management staff to evaluate and implement office procedures

  5. Works cooperatively with management staff to determine office equipment and furniture needs, including research of product(s) and pricing (note: Computer related purchases are determined and implemented by the Information Services Manager.)

  6. Works cooperatively with the Fiscal Manager to complete documentation that pertains to the administration of the office, personnel records, and contract compliance

  7. Works with the Insurance broker in determining and implementing adequate insurance coverage and maintains Certificates of Insurances for compliance with grant contracts

  8. Maintains a working knowledge of state and federal labor laws and regulations

  9. Maintains and updates job descriptions and employee handbook

  10. Is available to all staff to advise and aid as necessary with personnel and benefit issues

  11. Conducts employee recruitment, including advertising of positions, screening of resumes, and setting up and participating in interviews

  12. Conducts new employee orientations and assistance in completion of paperwork

  13. Maintains the Workers Injury and Illness Prevention Program, including providing and/or arranging for staff training and information dissemination on emergency prevention, emergency procedures, ergonomics, and communication on safety issues

  14. Works closely with the Executive Director and the Board President in developing, distributing, and maintaining Board information

  15. Acts as the assistant to the Executive Director on various projects

  16. Prepares administrative correspondence as needed, both internally and with outside agencies

  17. Attends and documents all staff, management, and Board meetings by taking notes and formulating and maintaining minutes and related information

  18. Performs other related duties

Supervisory Responsibilities

  1. Conducts meetings with the front desk staff as necessary to ensure smooth operations

  2. Conducts on-going performance evaluations with the front desk staff

  3. Ensures department deadlines are being met

  4. Works well with other department managers and coordinators

  5. Assesses and evaluates departmental needs

  6. Integrates department programs with overall agency goals and Long Range Plan

Qualifications

  1. Experience in office administration at an executive level

  2. Background and experience in nonprofit management

  3. Strong administrative and organizational skills

  4. Excellent communication skills, both verbal and written

  5. Demonstrated ability in assuming responsibility and initiative for implementing office procedures

  6. Experience with implementing employee benefit programs

  7. Comprehensive knowledge of personnel policies and labor rules and regulations

  8. Knowledge of IBM computer programs such as Microsoft Word for Windows

  9. Self-motivated and able to work effectively with little direction or oversight

  10. Ability to maintain confidentiality and discretion

  11. Must have visual, physical, and technical ability to independently use a computer and photocopier; requires occasional stooping, kneeling, crouching; requires regular standing, walking, sitting, talking, and hearing
