James F. Kilcur is a partner in Saul Ewing's Labor, Employment, and Employee Benefits Practice Group and practices in the firm's Philadelphia office. Prior to joining Saul Ewing, Mr. Kilcur held a number of positions within the Southeastern Pennsylvania Transportation Authority (SEPTA) over his 16-year career there, including eight years as General Counsel, chief legal officer of the Authority. He also served for eight months as the Acting General Manager of SEPTA, in charge of the entire transit operation in the five-county Philadelphia metropolitan area. He has extensive experience in the labor and employment area, having tried and supervised cases in federal and state courts, along with providing guidance and advice to senior management working strategically to improve labor relations at companies.
Mr. Kilcur is nationally recognized for launching SEPTA's successful anti-fraud claims campaign, which resulted in a more than 60 percent reduction in lawsuits and a savings of greater than $83 million over a five-year period. He led the anti-fraud claims campaign with the assistance of computer analysis, thorough investigations, and criminal prosecutions, along with an aggressive publicity campaign against fraudulent claims.
Mr. Kilcur also has specific experience in the transportation, manufacturing, construction and health care industries. As a well respected management employment and labor relations attorney, Mr. Kilcur represents and counsels employers, both private and public, union and non-union, in all areas of employment and labor law.
